Dr. Elizabeth L. Petrun Sayers is a full behavioral and social scientist at the RAND Corporation in Arlington, VA. Petrun Sayers studies how traditional and new media shape risk perceptions, decision-making, and behaviors. Her work is supported by grants and contracts from multiple federal agencies, including the Department of Homeland Security, Department of Defense, Centers for Disease Control and Prevention, and the National Science Foundation, among others. Petrun Sayers has recently published in the Journal of Risk Research, Journal of Occupational and Environmental Medicine, and Journal of Emergency Management. She received her Ph.D. in communication from the University of Kentucky.

How is Emergency Risk Communication Measured? Using an Expert Panel to Validate Instruments

The U.S. Centers for Disease Control and Prevention and the RAND Corporation are working together to develop instruments to measure the impact of emergency risk communication. This session discusses the first step in instrument validation: establishing consensus from an expert panel on proposed constructs and measures using the Delphi method.
