Tensions with hostile foreign powers have contributed to a growing fear that nuclear weapons will be used before resolutions are reached. Deliberative meetings can be valuable tools to help lay stakeholders prepare for a nuclear disaster, increasing understanding of the threat and gaining support for appropriate ways to build preparedness.
